The wave equation on the Schwarzschild metric II: Local decay for the spin 2 Regge Wheeler equation
Odd-type spin 2 perturbations of Einstein's equation can be reduced to the
scalar Regge-Wheeler equation. We show that the weighted norms of solutions are
in L^2 of time and space. This result uses commutator methods and applies

PHOTONIC ANALOG-TO-INFORMATION RECEIVER SIGNAL PROCESSING
Modern electronic warfare systems require increasingly larger bandwidth monitoring ability. Analog-to-information techniques increase bandwidth-monitoring capability without increasing the performance requirements placed on analog-to-digital converters. Two analog-to-information compressive sensing receiving methodologies capable of recovering signal information below the Nyquist sampling rate are considered. The designing and simulation of these receiving methodologies using photonic components in MATLAB and OptSim shows successful information recovery below the Nyquist rate. Finally, prototype receiver models were implemented using commercial off-the-shelf equipment, demonstrating rudimentary capability of recovering compressed radio frequency signal information using Mach-Zehnder interferometers as sampling devices.http://archive.org/details/photonicanalogto1094562229Lieutenant, United States NavyApproved for public release; distribution is unlimited
Long Overdue: A Reappraisal of Section 121 of the Constitution Act, 1867
This article offers a new interpretation of s. 121 of the Constitution Act, 1867. The author re-evaluates the traditional interpretation of s. 121, found in Gold Seal Limited v. The Attorney General of the Province of Alberta. That interpretation limited the application of s. 121 to prohibiting interprovincial customs duties but nothing else. The author analyzes s. 121 using a purposive approach. After reviewing the provision\u27s wording, legislative history, legislative context and its place within the scheme of the Act, the article concludes that a purposive and progressive interpretation leads to a more robust role for s. 121. Thus interpreted, s. 121 would prohibit any impediment to the free flow of goods across Canada and the imposition of any obligation on the movement of Canadian goods that in its essence is related to a provincial boundary, subject to regulation of subsidiary features. The author also analyzes Gold Seal and other s. 121 jurisprudence. He contends that the Supreme Court\u27s interpretation of s. 121 in Gold Seal is inconsistent with the modern purposive approach to constitutional interpretation and resulted from expediency
Recent Development: Procedure--Right to a Jury Trial in Actions Against Corporations Owned by Foreign Governments
Three federal circuit courts of appeals recently have held that United States citizens are not entitled to a jury trial in an action against a commercial corporation owned by a foreign government. The Second, Third, and Fourth Circuit Courts of Appeals agree that the Foreign Sovereign Immunities Act (FSIA), the sole basis for federal subject matter jurisdiction, provides only for nonjury trials in legal actions against commercial corporations owned by a foreign government. These courts also agree that this statutory denial of a jury trial does not abridge a citizen\u27s seventh amendment right. These decisions are important because of the wide-spread and increasing practice on the part of governments of engaging in commercial activities.
